老挝总理潘坎：聚焦合作，消除不良影响，使世界恢复互联互通

在4月21日上午举行的博鳌亚洲论坛2022年年会的开幕式上，老挝民主共和国总理潘坎发表演讲。潘坎表示，新冠疫情影响重大，给公共卫生与健康领域、国家发展、国际交往带来巨大挑战，严重影响了世界经济的恢复和发展。他代表老挝人民民主共和国政府和人民，向帮助老挝抗击疫情的友好国家和国际组织表示诚挚谢意，特别是十分感谢中国政府和人民为老挝提供多方面的帮助。

潘坎表示，抗击新冠疫情是全球人民的共同责任，在此提三点看法。

一、国际大家庭应继续加强在医药、科学等领域的合作。探寻针对新冠病毒更为有效的医药科学知识，早日消灭新冠疫情，同时应真诚以待，避免将医药研究、科学合作政治化。

二、应聚焦合作，消除疫情对经济社会发展产生的不良影响，使世界恢复互联互通。例如，制定更为宽松的往来标准，既有效地保障疫情防控，也能保障供应链、贸易链的稳定，促进投资和经贸恢复，同时推动数字经济的发展。

三、在现有的基础上继续加强国际和地区间的合作，以进一步推动疫后经济的恢复和发展。

最后，潘坎表示，老挝人民民主共和国十分自豪加入了“一带一路”合作，并为之作出积极贡献，其中一个重要的合作成果就是在2021年12月3日正式运营通车的中老铁路。他强调，作为中老经济走廊的一部分，中老铁路的运营通车将进一步推动区域和次区域间的合作，这也有助于消除新冠疫情带来的不良影响，为实现地区互联互通带来实实在在的好处。
